Tier 1 — Open use. General productivity tools like grammar checkers, scheduling assistants, basic content drafts. Minimal oversight needed, but staff should know not to paste sensitive data.
Tier 2 — Supervised use. Customer-facing content, data analysis, report generation. Outputs need human review before they go anywhere external. Someone senior signs off.
Tier 3 — Restricted use. Anything involving personal customer data, financial modelling, legal documents, or HR decisions. These need formal approval processes and documented review trails.
Most AI use in your business will fall into Tier 1 and Tier 2. The framework isn’t about slowing things down. It’s about knowing where the boundaries are.
The Australian Regulatory Landscape
The Australian government’s been moving on AI governance, albeit slowly. The voluntary AI Ethics Framework from the Department of Industry is a starting point, but it’s not enforceable. However, existing privacy legislation under the Privacy Act 1988 already applies to how you handle data in AI systems.
If you’re operating in regulated industries — financial services, healthcare, education — you’ve got additional obligations. APRA’s been increasingly vocal about expecting governance structures around AI use in financial services.
Don’t wait for regulation to force your hand. Companies that build governance frameworks now will be ahead when mandatory requirements inevitably arrive.
Common Mistakes to Avoid
The biggest mistake is making governance too complex. If your framework requires a committee meeting every time someone wants to use an AI tool, people will just use it without telling anyone. Keep it simple.
The second mistake is treating it as a one-off project. AI capabilities change fast. Your governance framework needs a quarterly review cycle to stay relevant.
The third is not involving frontline staff. The people actually using these tools know which ones are helpful, which are unreliable, and what problems keep coming up.
